- This is the high level plan for the project. It lays out the work

and metrics for the project. This capability defines the scope of the
project in detail.
- Detailing
- This capability drills down on the work breakdown to estimate the work
required for each task and the resources that will be needed. The
deliverable from this work is a detailed project plan, schedule, cost
estimate, risk mitigation strategy, QA plans, etc.
- Feedback
- Validating the plan by reporting it back to the steering committee
closes the loop and ensures agreement that the project is understood, well
budgeted, and ready to proceed.
