Capabilities

Planning
This is the high level plan for the project.  It lays out the work breakdown structure to accurately identify what has to be done.  It has a broad assessment of assumptions, risks, and maps back to the requirements and metrics for the project.  This capability defines the scope of the project in detail.
Detailing
This capability drills down on the work breakdown to estimate the work required for each task and the resources that will be needed.  The deliverable from this work is a detailed project plan, schedule, cost estimate, risk mitigation strategy, QA plans, etc.
Feedback
Validating the plan by reporting it back to the steering committee closes the loop and ensures agreement that the project is understood, well budgeted, and ready to proceed.
